微信公众号模板消息发送报错61007，是什么原因？

调用接口https://api.weixin.qq.com/cgi-bin/message/template/send?access_token=
返回：
{"errcode":61007,"errmsg":"api is unauthorized to component rid: 5fbf4688-19b56e3c-1605edfc"}

appId是：wx2e54f79d86f9950b

实在找不出原因，开发文档没有这个返回码61007；

有大佬知道原因吗，求解，
