客服消息接口限制

服务器发送客服消息遇到错误信息：not allow to send custom message when user enter session, for punishment hint

客服消息文档里面没有该错误信息描述，请问一下该错误的原因是什么？

请确认调用哪个接口出现上述提示？
上述帐号因违反运营规范，被封禁“接收用户进入客服会话事件推送”，消息下发能力可正常使用的
