复用公众号主体快速注册小程序调用API提示48001

调用接口：https://api.weixin.qq.com/cgi-bin/account/fastregister?access_token=xxxx

调用接口返回：{errcode=48001, errmsg=api unauthorized rid: 606eb12e-01ec28cb-1e6f2139}

通过https://api.weixin.qq.com/cgi-bin/component/api_get_authorizer_info接口获取，公众号已经授权给第三方平台，第三方也有快速创建小程序的权限，请问是哪里的问题呢？
