你好，经检查，请求包内容为空，wxe61f1344b7094f90并未授予[24] 开放平台帐号管理权限给第三方 wx9317c74d98715416，此外，也可以调用该接口https://developers.weixin.qq.com/doc/oplatform/Third-party_Platforms/api/api_get_authorizer_info.html进行查询小程序/公众号授予第三方的权限集列表，以及，后续遇到接口类问题可先根据https://developers.weixin.qq.com/doc/oplatform/Third-party_Platforms/TroubleShooting.html自行排查哈~
