pc端的项目是否可以或者如何触发  微信里面的服务通知功能？

接口：

1、https://api.weixin.qq.com/cgi-bin/token

2、‘https://api.weixin.qq.com/cgi-bin/message/wxopen/template/send?access_token=’ + _access_token
