unionid不一致的问题？

before：

开发者A—公众号     用户A unionid:123456

开发者B-小程序

after:

开发者A—

开发者B- 小程序  用户A unionid:7891011

              公众号  用户A unionid:123456  

用户A没有的unionid 在更换了开发者为什么没有更新unionid？
