小程序可以跳转到手机发短信页面吗？或者可以跳转到手机通信录页面吗？

跳到发短信页面不支持，通讯录相关接口如下：

拨打电话：https://developers.weixin.qq.com/miniprogram/dev/api/device/phone/wx.makePhoneCall.html

添加联系人：https://developers.weixin.qq.com/miniprogram/dev/api/device/contact/wx.addPhoneContact.html

打电话页面是可以的
